Russian Grain Export Ban Sparks Food Shortage Fears

俄國穀物出口禁令引發糧食短缺擔憂

	Russia announced Thursday that it would extend a ban on grain exports for an additional 12 months.
	The move has raised fears that developing countries that depend on food imports will face shortages similar to those that sparked riots in 2007-08.
	俄國於週四宣布穀物出口禁令將額外延長十二個月。此舉已引起各方憂心，恐怕仰賴糧食進口的開發中國家會面臨如同二○○七至○八年間引發暴動的糧食短缺現象。

	The announcement was made by Russian Prime Minister Vladimir Putin just as the United Nation's Food and Agriculture Organization began an emergency meeting to deal with the wheat shortage.
	Meanwhile, food riots broke out in the Mozambique capital, Maputo.
	就在聯合國糧食及農業組織為因應小麥短缺而召開緊急會議之際，俄羅斯總理普丁做出了這個宣布。同時間，莫三比克首都馬布多爆發了糧食暴動。
	Wildfires, heat waves and record-breaking drought have devastated Russia's agricultural industry.
	Wheat was hardest hit, driving retail prices up by 20 percent.
	野火、熱浪與破紀錄的乾旱現象嚴重摧毀俄國農業。小麥遭受的打擊最嚴重，導致零售價格上漲百分之二十。
	The riots in Maputo resulted from the local government's decision to raise bread prices by 30 percent.
	Police opened fire when thousands turned out to protest the hikes.
	Demonstrators burned tires and looted several warehouses.
	More than 280 people were injured.
	馬布多發生的暴動起因於當地政府決定將麵包價格提高百分之三十。數千名群眾走上街頭抗議這項漲價決定，結果遭到警方開火。示威群眾焚燒輪胎，並且劫掠了幾家倉庫。受傷人數超過兩百八十人。
	Although agricultural officials and traders insist that the situation is not as bad as it was three years ago, some fear that scenes similar to those that played out in Mozambique could spread to other countries and cities.
	The FAO reported a rise in inquiries from member countries concerned over a possible repeat of the 2007-08 food crisis.
	雖然農業官員與貿易商堅稱當前情勢不像三年前那麼糟糕，有些人卻擔心像莫三比克這樣的狀況會蔓延到其他國家與城市。糧農組織指出，聯合國會員國提出詢問的情形已然增加，紛紛擔心二○○七至○八年間的糧食危機可能重演。
	The Russian ban has forced importers in the Middle East and Africa to look to Europe and North America to boost supplies.
	Russia is traditionally the world's fourth-largest exporter of wheat.
	俄國的出口禁令迫使中東與非洲的糧食進口國轉向仰賴歐洲與北美，以求增加糧食供應。傳統上，俄羅斯是全球小麥的第四大出口國。
	Putin said Russia would "only consider lifting the export ban after next year's crop has been harvested and we have clarity on the grain balances."
	He added that the ban was intended to "end unnecessary anxiety and to ensure a stable and predictable business environment for market participants."
	普丁表示俄國「只有在明年作物收成，確認穀物平衡狀況之後，才會考慮撤消出口禁令」。他補充指出，這項禁令的目的在於「終止不必要的焦慮，並且替市場成員確保穩定及可預期的商業環境」。
