Obama Ends Military Ban on Homosexuals

歐巴馬終結同性戀從軍禁令

	The long and contentious political struggle over the U.S. military's controversial "don't ask, don't tell" policy came to a close Wednesday when President Barack Obama signed legislation that will bring an end to the ban on gay men and women serving openly in the nation's armed forces.
	美國軍方備受爭議的「不問不說」政策，經過長久而激烈的政治角力之後，終於在週三劃下句點，當天歐巴馬總統簽署了一份法案，將終結男同性戀及女同性戀公開入伍服役的禁令。
	In front of a jubilant crowd of supporters at the Department of Interior, the president signed the bill repealing the 17-year-old law.
	Among those in attendance were Vice President Joe Biden, House Speaker Nancy Pelosi, D-California, and Senate Majority Leader Harry Reid, D-Nevada.
	Adm. Mike Mullen, Chairman of the Joint Chiefs, also was present for the occasion.

	Obama said repeal "will strengthen our national security and uphold (America's) ideals.
	No longer will tens of thousands of Americans in uniform be asked to live a lie."
	歐巴馬表示，廢止舊法「將可強化我們的國家安全，維護（美國的）理想。數以萬計的美國官兵再也不必被迫活在謊言當中。」
	"I believe this is the right thing to do for our military," he added. "It's the right thing to do, period."
	「我相信此舉對於我國軍隊是正確的作為，」他接著指出：「這是對的事，就這樣。」
	The president said the moment was "more than two centuries in the making."
	Over the course of U.S. history, "gay Americans fought just as hard (and) gave just as much to protect" the country as anyone else.
	"We are a nation that believes all men and women are created equal."
	總統指出，這一刻「醞釀了兩百多年」。在美國歷史上，「我國同性戀者一樣努力奮戰、一樣犧牲保護」國家不落人後。「我們是個相信所有人皆生而平等的國家。」
	Passage of the repeal marks a much-needed political victory for Obama and congressional Democrats who suffered what the president described as a "shellacking" in November's mid-term elections.
	Obama promised to repeal the ban during the 2008 presidential election.
	對於歐巴馬與民主黨國會議員而言，廢止令的通過是他們亟需的一項政治勝利。畢竟，他們在十一月的期中選舉遭遇了總統所謂的「大敗」。歐巴馬在二００八年總統大選期間即承諾將廢止此禁令。
	Massachusetts Rep. Barney Frank, an openly gay Democrat, praised the bill's passage as "the biggest single thing" in terms of the progress of gay rights in the United States.

	Policy changes won't go into effect immediately, however, and may take several months to implement.
