UN Authorizes Libya No-Fly Zone
 

聯合國通過在利比亞設置禁航區

Libyan rebels in Benghazi reacted with jubilation to the announcement Thursday evening that the U.N. Security Council voted to impose a no-fly zone and permit "all necessary measures" to protect civilians.
  班加西的利比亞反抗軍週四晚間為了這則消息歡欣不已──聯合國安理會表決通過設置禁航區,並且同意採取「一切必要措施」以保護平民。
The Libyan opposition, fielding devoted but mostly untrained and ill-equipped units, suffered several military setbacks over the last week.
Its leaders said such international intervention was necessary for it to have any chance of halting Moammar Gadhafi's impending assault on the rebel stronghold.

Germany voiced concern about a protracted military conflict.

According to the resolution, U.N. member states can "take all necessary measures... to protect civilians and civilian populated areas under threat of attack in the Libyan Arab Jamahiriya, including Benghazi, while excluding a foreign occupation force."

Immediately following the vote, anti-Gadhafi forces in Benghazi broke into cheers, waving flags and chanting.
