Egypt's Military Government Takes First Steps toward Democracy

Egypt's state-run media MENA reported last week that the country's ruling military leadership will announce a constitutional declaration on Wednesday that will serve as a provisional constitution during the current political transitional period.
This declaration will remain in effect until a new constitution can be drafted and approved.
A news conference is scheduled for Wednesday morning in which General Mamdouh Shahin, a member of the Supreme Council of the Armed Forces, is expected to officially announce the constitutional declaration.
The declaration will include eight amended articles that were endorsed in a historic referendum held on March 19.
The constitutional declaration overrides the current constitution drafted in 1971.
It will define the powers of the executive and judicial branches of the government, as well as institute laws to govern the presidential and parliamentary election processes.
Since a popular uprising forced Mubarak to resign in February, the military has taken several steps to show that it is easing harsh restrictions imposed under the former regime.
Steps included loosening restrictions on the formation of new political parties as well as limiting curfew hours.
